Job Summary: This is professional engineering work performing project management duties and supervising other professional engineering project managers responsible for oversite of project planning, design and construction of complex water resource across the District.
Job duties include:
Directs and supervises engineering / project management staff in the planning, design, permitting, execution, quality control, and close-out of water resources construction projects. Reviews work of licensed professional engineers. Monitors progress of assigned projects and provides guidance moving projects towards scheduled completion.
Serves as the project director for large and complex water resources construction projects. Resolves project issues with contractors, staff, external agencies, local governments, and other stakeholders. Reviews design plans, specifications, change orders and construction progress reports. Performs and coordinates constructability reviews with project operations staff. Prepares and negotiates scopes of work. Tracks and schedules work orders with contractors, including staffing and billing.
Serves as the communication linkage among project management, environmental sciences, and engineering bureaus, and represents engineering bureau management in intra- and inter-divisional meetings. Prepares and makes presentations to the Governing Board and District stakeholders as needed.
General administration and participation in District/Division/Bureau project planning and budgeting. Includes training, staff meetings, etc. May also include contract administration duties such as developing scopes of work, evaluating proposals and review of invoices. Evaluates need for construction and related work. Develops projects in conjunction with the other work units in accordance with the project delivery process.
Skilled In:
Strong computer skills are desired and experience with Microsoft Word, Excel and Powerpoint is necessary. Familiarity with project management tracking software is required (Changepoint project management software is preferred, but Microsoft Projects is another example).
Minimum Qualifications:
A bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering, registration with the State of Florida as a Professional Engineer, one year of subsequent experience directly related to the field in which the position is assigned. Experience must include one year of leading a project team, coordinating activities of a workgroup, or serving as a team lead.
Professional experience as described above can substitute on a year-for-year basis for the required college education.

Starting Salary Range: $85,030.40 - $114,795.20
