The Maintenance Division Manager is responsible for facilitating environmental compliance (including stormwater pollution prevention), sustainability, solid waste management, air quality and compliance with industry standards for occupational safety and health. This position serves as Public Works Director in their absence. The incumbent provides direct supervision to Street Maintenance Personnel, Maintenance Supervisor(s) as well as, wastewater, vehicle, landscape, custodial and other maintenance workers and clerical personnel as assigned.

*The City is in negotiations with the labor units at this time to affect a schedule and hours that are conducive to work/life balance which may affect a reduction in salary countered by a cash bonus through this fiscal year. Beginning on October 1, 2022, the City intends to move to a standard work schedule that is four, nine-hour days. The City will be open to the public Monday - Thursday and closed on Fridays. Where practical for the work, the City allows a day of telecommuting.
EXAMPLES OF ESSENTIAL FUNCTIONS:
Depending upon assignment, duties may include, but are not limited to, the following:
Perform complex field and office work in connection with the maintenance of Public Works in collaboration with the City Engineer and other City Staff, consultants and contractors.
Plan, direct, supervise and coordinate a major division of the Public Works Department; identifying staffing needs, study current trends in public works operations and make recommendations for changes in organization and operating procedures.
Prepare work schedules; determine material and equipment needs; assign work.
Maintain discipline and ensure that Department rules and policies are followed.
Ability to solicit, acquire and manage private contractor services to address city needs and improvements in compliance with city policies and procedures for work that cannot be accomplished by current staffing.
Coordinate Public Works activities with other City departments and divisions, City Council and with outside agencies.
Participate in the preparation and administration of all Public Works departmental budgets.
Prepare and present comprehensive written and verbal reports and statistical support data relating to Public Works projects and work programs.
Supervise and conduct field inspections of municipal contract construction and repair work and provide other assistance in successful project delivery.
Represent the City in the community and at professional meetings as required.
Work with the public to answer questions and provide technical information.
Participate in the development and implementation of goals, objectives, policies, and priorities of the Public Works Department.
Perform detailed analysis and prepare a variety of required governmental reports and statistical tabulations.
Assist in the preparation of plans, project specifications, legal descriptions, surveys, and other engineering work.
Assist in the coordination of field service programs with other City departments and divisions and with outside agencies.
Direct, through the supervisors, City crews engaged in repairs and construction activities, including repair of leaks, main replacements, manhole installation and repairs.
Select, supervise, train, and evaluate staff and assist others responsible for performing similar tasks.
Work flexible hours.
Instruct personnel in operating procedures.
Participate in developing and implementing goals, objectives, policies, procedures, and priorities.
Participate in conducting investigations of personnel.
Assist in planning, research, and recruitment activities.
Prepare cost estimates for maintenance and repair projects.
Respond to the most difficult citizen complaints and requests for information.
Coordinate Public Works activities with other City departments and divisions, City Council, and with outside agencies.
Survey City streets, sidewalks, curbs, gutters, sewers, parks, buildings, and other facilities and assets to identify maintenance needs.
Perform related duties as assigned.
EDUCATION AND EXPERIENCE:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Equivalent to the completion of a degree from an accredited four-year college or university in engineering, construction, public administration, or facilities management, supplemented with specialized courses in supervision, occupational administration, or construction related subjects.
Experience: Three (3) years of experience in related public works and building construction and maintenance, including significant supervisory experience.
License or Certificate: The ability to convey oneself, supplies, and equipment to and from geographical locations frequently and timely during the course of business, or possession of a valid CA Class C driver’s license.
Possession of a valid Certificate of Registration as a civil engineer issued by the California State Board of Registration for Professional Engineers is desirable.

Retirement: The City is a part of the CalPERS retirement plan and does not contribute to Social Security.
Classic employees – 2% @55 formula, highest 3-year average compensation
PEPRA employees – hired after 1/1/13 or Classic employee with 6-month break in service are eligible for a 2% @ 62 formula, highest 3-year average compensation
Deferred Compensation: The City offers an optional 457 plan. Employees who actively participate receive a contribution by the City of 1% of their base pay on a bi-weekly basis.
Cafeteria Benefit Plan: The City offers a healthy cafeteria benefit program including choices among plan options for: medical, dental, vision, life insurance, dependent care, flexible spending account, short and long-term disability, and PERS long-term care insurance.
Auto Allowance: $250 a month or assigned use of a City vehicle.
Employee Development: $2,000 annual reimbursement for educational programs.
Commuter Check Program: City pays 50% of the cost for vouchers used for commuting, up to $50 per month.
Holidays: 10 authorized holidays per year, plus 16 hours of floating holiday time.
Administrative Leave: 80 hours of leave per calendar year.
Vacation: Employees earn 136 hours of vacation and 96 hours of sick leave per year.
